Who Is EolianVR? The Defense Technology Company Behind ARTAK
EolianVR is a small-business defense technology company and systems integrator building mixed-reality command-and-control software for multi-domain operations. Founded in 2016, fielded with USSOCOM, and structured so government customers can actually buy from us.
Most defense technology companies are one of two things. Either a large integrator with the contract vehicles and the compliance staff but a decade-long delivery cycle, or a fast startup with a compelling demo and no idea how a contracting officer actually writes an order.
EolianVR is deliberately neither.
EolianVR, Inc. is a small-business defense technology company and systems integrator that builds mixed-reality command-and-control software for multi-domain operations. Founded in 2016 and headquartered in Largo, Florida, Eolian's flagship platform, ARTAK (the Augmented Reality Team Awareness Kit), has been fielded across U.S. Special Operations Command and deployed on six continents.
This page answers the questions we get from program managers, contracting officers, partners, and investors trying to figure out who we are and whether we are a real option.
What we build
Three products, one architecture.
ARTAK is the flagship: a patented, device-agnostic platform that turns mission planning from a PowerPoint-and-sand-table exercise into a live digital twin of the battlespace. Commanders, staff, and operators plan, brief, rehearse, and command inside the same 3D environment, from headsets, tablets, laptops, or PCs, together, in real time. Read the full ARTAK explainer.
Map Maker is the companion that feeds it. Raw drone imagery or LiDAR goes in; a high-quality 3D map comes out in minutes, fully automated, with no internet connection required. Output is non-proprietary and works with ARTAK, ATAK, WinTAK, and other government systems. A team can fly a small UAS, process the imagery on a laptop in their barracks, and rehearse on the resulting digital twin the same day.
STAK, the Space Team Awareness Kit, extends the same architecture into the space domain: 3D visualization of satellite constellations, orbital dynamics, and space domain operations.
All three are implementations of the Eolian Mixed Reality Platform, protected by U.S. Patent 11,297,164 B2 and International Patent WO 2019/217437 A2.
Why we exist
The Global War on Terror ended. Great Power Competition did not wait.
Today's operations span mega-cities, subterranean tunnel networks, maritime and undersea environments, cyberspace, and orbit. The planning tools most units still rely on, flat maps and static slides and disconnected feeds, were designed for a different problem. They force every commander to reassemble a three-dimensional world in their head, individually, from two-dimensional inputs, and then hope everyone assembled the same one.
Eolian builds the tools that close that gap. Our mission is straightforward: give the world's most capable forces the command-and-control and situational-awareness tools that turn information advantage into decisive action.
How we're built to be bought from
Good technology that cannot be procured is not a capability. Eolian is structured, registered, and experienced so that a program office can move.
We are an Other Small Business, 100% U.S.-owned, registered in SAM.gov under CAGE code 7RLL6 and UEI HHN2E2LNBSV5, with 541511 (Custom Computer Programming Services) as our primary NAICS. We qualify as a nontraditional defense contractor, which is what makes Other Transaction Agreements a practical path rather than a theoretical one.
We have delivered under prototype OTAs, a production OTA, congressional appropriations, and direct award, and we hold teaming partnerships with Booz Allen Hamilton and MITRE. Single-kit purchases typically fall under the simplified acquisition threshold, which is why a unit with available O&M funds can often move in weeks rather than quarters.
To be direct about what we are not: Eolian does not hold SDVOSB, 8(a), WOSB, or HUBZone status. If your acquisition strategy depends on one of those set-asides, we are not the right prime, but we are frequently the right teammate.
The proof
In November 2022, Eolian was selected as one of ten companies in the first cohort of the Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program, a congressionally funded effort to move proven capability out of the prototype valley of death. Nominated by USSOCOM, the award was a $10M three-year Production OTA covering ARTAK kits and software licenses for USSOCOM units. Eolian transitioned from a 2020 Prototype OTA directly to Production, which is uncommon.
Independent evaluation backs it up. At the Army Expeditionary Warrior Experiment 2024, a force-on-force assessment run by the U.S. Army Maneuver Battle Lab with U.S., British, and German soldiers, 93% of participating soldiers rated ARTAK effective to very effective for mission planning, 86% for briefing, and 77% for situational awareness. 100% agreed it increased command-and-control capability.
Eolian has also been recognized with the U.S. Department of Labor's HIRE Vets Gold Medallion Award three years running (2022 through 2024) and Unity's 2022 Creator Award for Government & Aerospace.
Beyond the Department of Defense
The same architecture that lets a Special Forces team rehearse a hard-target defeat lets an emergency manager coordinate a wildfire response, or a security operations center run a major public event.
Eolian works with Five Eyes and NATO partner forces, including demonstrations at multinational exercises such as Project Convergence Capstone 5, and has engaged customers across disaster response, emergency management, law enforcement, border security, academic research, and commercial industry. Dual-use is not a pivot for us; it is the same product meeting an adjacent need.
Common Questions
- What is EolianVR?
- EolianVR, Inc. is a defense technology company and systems integrator that builds mixed-reality command-and-control and mission-planning software for multi-domain operations. Founded in 2016 and headquartered in Largo, Florida, EolianVR develops the Augmented Reality Team Awareness Kit (ARTAK), a patented 3D command-and-control platform fielded across U.S. Special Operations Command and deployed on six continents. EolianVR is an Other Small Business, 100% U.S.-owned, and registered in SAM.gov.
- What products does EolianVR build?
- EolianVR builds three products on a shared, patented architecture. ARTAK (Augmented Reality Team Awareness Kit) is a device-agnostic 3D command-and-control and mission-planning platform. Map Maker generates high-quality 3D maps in minutes from raw drone imagery or LiDAR, fully automated and without an internet connection, outputting non-proprietary formats compatible with ARTAK, ATAK, WinTAK, and other government systems. STAK (Space Team Awareness Kit) extends the architecture to space domain awareness, including satellite constellations and orbital dynamics. EolianVR also delivers custom AR/VR/MR development and systems integration services.
- When was EolianVR founded, and who leads it?
- EolianVR was founded in 2016 by Michael McCormack and Mike Simmons. McCormack serves as CEO and designed and built the core ARTAK platform; his background spans software development and military technology focused on near-peer adversary challenges, mixed reality, and situational awareness. Simmons serves as COO and brings 15+ years launching and scaling companies across multiple industries, with a BBA in Finance and Marketing from the University of Miami.
- Where is EolianVR located?
- EolianVR is headquartered in Largo, Florida, in the Tampa Bay region, placing the company in the same area as U.S. Special Operations Command and U.S. Central Command at MacDill Air Force Base. EolianVR supports customers and exercises across the United States and internationally, and ARTAK is deployed on six continents.
- Is EolianVR a small business? What socioeconomic designations does it hold?
- Yes. EolianVR qualifies as an Other Small Business under NAICS 541511 and is 100% U.S.-owned. EolianVR does not hold SDVOSB, 8(a), WOSB, or HUBZone status, and does not claim eligibility for those set-asides. Program offices with small-business goals can credit an award to EolianVR against small-business targets; acquisitions requiring a specific socioeconomic set-aside are better served by teaming, which EolianVR does regularly with both large integrators and other small businesses.
- Is EolianVR a nontraditional defense contractor?
- Yes. EolianVR qualifies as a nontraditional defense contractor as that term is defined in 10 U.S.C. 3014: an entity not currently performing, and not having performed for at least the preceding one-year period, a Department of Defense contract subject to full Cost Accounting Standards coverage. This matters for acquisition strategy. Under 10 U.S.C. 4022, significant participation by a nontraditional defense contractor is one of the conditions that allows an agency to award an Other Transaction Agreement for a prototype project without a one-third cost-share requirement. EolianVR has delivered under prototype and production OTAs on that basis.
- What contract vehicles has EolianVR delivered under?
- EolianVR has delivered under Other Transaction Agreements for both prototype and production, congressional appropriations, and direct award, and holds an Information Exchange Agreement with Washington Headquarters Services on behalf of the Assistant Secretary of Defense for Mission Capabilities. Specific past performance includes a 2020 USSOCOM Prototype OTA, a Defense Innovation Unit 5G Expeditionary Advanced Base Operations Prototype OTA (HQ0845-23-9-0046), and a USSOCOM-nominated APFIT Production OTA awarded in November 2022. EolianVR is registered in SAM.gov, holds teaming partnerships with Booz Allen Hamilton and MITRE, and also teams as a subcontractor where that is the better path.
- Who are EolianVR's customers?
- EolianVR's primary customer is U.S. Special Operations Command, where ARTAK has been fielded across most components since 2022. Other users and customers include the U.S. Army and USASOC, the U.S. Marine Corps and MARSOC, the U.S. Air Force, the Department of Homeland Security, the Defense Innovation Unit, ERDCWERX, and NATO SOF and partner forces. EolianVR also works with allied ministries of defence, national laboratories, academic institutions, and commercial defense manufacturers; those relationships are named individually only where the customer has approved public reference.
- What is APFIT, and what did EolianVR win?
- APFIT, or Accelerate the Procurement and Fielding of Innovative Technologies, is a congressionally funded Department of Defense program created to move proven prototypes into production and fielding rather than letting them stall after a successful demonstration. In November 2022, EolianVR was selected as one of ten companies in APFIT's first cohort, nominated by U.S. Special Operations Command, and awarded a $10M three-year Production Other Transaction Agreement covering ARTAK kits and software licenses for USSOCOM units. EolianVR transitioned directly from a 2020 Prototype OTA to Production, which is an uncommon outcome in defense acquisition.
- Has EolianVR's technology been independently evaluated?
- Yes. At the Army Expeditionary Warrior Experiment (AEWE) 2024, a force-on-force technology assessment run by the U.S. Army Maneuver Battle Lab with U.S. Army, British Army, and German soldiers, 93% of participating soldiers rated ARTAK effective to very effective for mission planning, 86% for briefing, and 77% for situational awareness, and 100% agreed it increased command-and-control capability. ARTAK has additionally been assessed through Defense Innovation Unit prototype evaluation, USSOCOM technology events, and allied multinational exercises including Project Convergence Capstone 5.
- What are EolianVR's registration and contracting details?
- EolianVR, Inc. is registered in SAM.gov with CAGE code 7RLL6 and Unique Entity Identifier HHN2E2LNBSV5. Its primary NAICS code is 541511 (Custom Computer Programming Services), with additional codes including 541512, 541519, 423420, 423430, 423490, 541613, and 611430. Business type is Other Small Business, 100% U.S.-owned, founded in 2016. For a current capability statement or to request quoting and vehicle information, contact mike@eolianvr.com.
