EolianVR is now a member of the National Security Prototype to Production Consortium (NSPPC), a Department of the Navy path to prototype and field ARTAK faster. Managed by Creative Defense Foundation.

Eolian Accepted into National Security Prototype to Production OT Consortium (NSPPC)

Getting a new capability onto a Navy or Marine Corps contract usually takes longer than building it. EolianVR, Inc. (Eolian) has been accepted as a member of the National Security Prototype to Production OT Consortium (NSPPC), a Department of the Navy consortium built to shorten that path.

What NSPPC is

NSPPC was established in August 2026 by the Department of the Navy Rapid Capabilities Office (DON RCO) under 10 U.S.C. § 4022, and is managed by the Creative Defense Foundation. It is chartered Navy-wide, is available across the Department of War, and awards Other Transaction (OT) agreements for research, prototyping, and production. Its opportunities include prize challenges, Commercial Solutions Openings, disruptor events, and wargaming challenges, and a successful prototype can move to production under 10 U.S.C. § 4022(f) without a new competition.

For a program office, a consortium like NSPPC means a pool of vetted companies and a contracting vehicle that's already in place. For Eolian, it means we can respond directly when the Navy or Marine Corps asks for what ARTAK does.

Who runs it: the Creative Defense Foundation

NSPPC is managed by the Creative Defense Foundation (CDF), a nonprofit that brings together innovators, national security leaders, and policymakers. In the Foundation's own words, its mission is “to foster meaningful engagement between national security agencies, Congressional leaders, and America’s top intrapreneurs and entrepreneurs to build a highly efficient, technologically advanced national security ecosystem and workforce, ensuring agility, resilience, and dominance in an increasingly complex global threat environment.”

As consortium manager, the Foundation runs the competitions: it recruits and administers members, issues Requests for Solutions under Government direction, transmits proposals, issues awards, and administers execution. The Government keeps the decisions. The DON RCO, as sponsor, sets the mission and evaluation criteria and selects every winner. The Foundation also operates NSPPC’s Mission Integration Commons with the Creative Defense Network, providing integration environments, conformance tools, and digital ranges that support winning solutions through fielding.

Amphibious and littoral planning: walk the beach, the approach, and the objective in 3D before the landing plan is set.
Rehearsal of concept (ROC) drills: put the whole staff around the same terrain, in the same session, whether they're in one room or several.
